Resolution Processes
Local Resolution
Once an Access Package is received at CSCN, the first step in the access process is for CSCN to plan a meeting of the Local Resolution Team in the child/family's home community.
The Local Resolution meeting will typically last about one hour. A Service Coordinator from the Community Services Coordination Network chairs the Local Resolution meeting. There are typically no more than 6 participants at this meeting. Family participation is required at this meeting. Children 13 years of age and older are also invited to participate in this discussion. From time-to-time, for any one of a number of reasons, it may not be in a child's best interest to participate in this meeting. These factors are always taken into consideration.
The core Local Resolution Team will include several community professionals who are considered to be good resources during the development of a plan. This may include representation from: child serving agencies, education, child welfare, health and perhaps youth justice.
The purpose of the Local Resolution meeting is to develop a community based strategy with the child and family. This strategy or 'plan' is intended to address the unique needs of the child and family.
If at the end of this meeting the Team concludes that all community based options have been explored and/or accessed, and that a period of out-of-home residential service is required, a referral is made to the Service System Resolution Team.
Service System Resolution
An employee of the Community Services Coordination Network chairs the Service System Resolution Team.
The Team is made up of a senior representative from each of the residential based services (funded by the Ministry of Children, Community and Social Services) in the CSCN catchment area.
The young person's situation is presented to the Team, by the Chair. The Service System Resolution Team is responsible for determining which of the Ministry of Health funded residential services is best able to meet the needs of the child and his or her family.
The decision of the Service System Resolution Team is promptly communicated to the family. The family is informed of the next steps in the admission process, and the child's name is placed on the list for access to the identified service. CSCN is the keeper of the waiting list for each of the residential based services in our catchment area.
